Just kidding. I know they get donations and stuff but its not like they are a functioning distribution company. So how does the fansub business pay off? Screw politics this is business, good old fashion capitalism.
I certainly hope that no fansubbing group is paying their TL money.
Quite frankly, I would be shocked if someone did - if it were an older, reputable group. For a brand-new group, maybe not so much...

Donations don't go into the pockets of groups, but towards paying for their Web site/Bittorrent site, Japanese DVD's to rip/sub in some cases (though I guess an argument could be made here that someone gets to keep said DVD).

I asked the owner of narutofan about the delay and this is what he said:

Tazmo is also an operator in Anime-Heaven's IRC channel at the moment.

So I'm sure that information is completely unbiased.
