No. This is image I just took from K-On 12 as I'm too lazy to search for the avatar scene. As you can see, it's clearly Azusa, already from the clothes. And if you looked better, you'd see that in the avatar you can see the other tail on the left side, and other on the right side of her twintails. And Mio doesn't have twintails, neither she is as cute as Azusa :P ( Personal opinion ).
