What you're looking for is the mkvtoolnix toolkit package - more specifically, the mkvmerge GUI part.
It's rather easy to cut MKV's into two even parts with it - while it can do more advanced stuff, it's not primarily intended for it, and it's a bit clunky to do. To cut one larger file into two CD-sized ones, just do the following:
1. Fire up mkvmerge GUI.
2. Drag-and-drop the movie you want to split on top of the window. At the bottom, there's a "Destination file" setting - set it to the output filename you want.
3. Hit the Global tab, and find the "Splitting" section.
4. Check the box called "enable splitting", and choose "by size". If you want to split it in CD-sized parts, enter "700M" in the box. Set the "max number of files" box to "2", or you might end up with an extra third file that's a couple of MB large.
5. Hit the "start muxing" button at the bottom and wait for mkvmerge to write the files.
6. Done!

There are lots of other things you can do with only the splitting section in mkvmerge - just hover the mouse over the different fields and you'll get some very helpful tooltips to read.
