That uniform is based on the one she wore in the doujin, Betrayers. Which is why I found it funny that the picture showed up after I had asked if there was anymore betrayers. The uniform itself strikes me as Nazi or Russian-ish.

Judging by the scenes it isn't the movie one, it should be the one that happens by the time Vivio was becoming a part of Nanoha and Fate's life, so probably is the second or third one of they are really based in specific scenes from the canon material.
