A common use of bandages like this is for preventing or treating stress injuries. Common one is shin splints of the lower leg, where the cartilage is trying to pull away from the bone as a result of running.

For Nanoha, someone who may be using her arms and hands in quite physically stressing activities, I could see doing that to aleviate, or help prevent a forming stress injury.

Nanoha's arms have been shown to bleed when she uses her high powered spells, so that's probably why.

And we thought movie Nanoha suffered from huge eye syndrome. Fate's hit by it pretty hard in that image.

I've seen lots of art lately drawn by the Vivid guy. I wanna see some stuff done by the Force artist!

I'd imagine the recoil of her spells must be like getting hit by a car. Of course, the person on the receiving end... well, at least they'll be friends, right?

You would be surprised how many people like large eyed characters.

I have no problem with them, personally...

And the most popular moe targeted industry - Kyoani...Has very large eyed characters.

For those who don't know, the large eye thing is supposed to symbolize innocence and thus is meant to be cute. Characters with smaller, slantier eyes are supposed to show that they're older, more inexperienced, or outright evil. A good example is Yugi from Yu-gi-oh. Normally his eyes are huge and rounded, but when Yami Yugi takes over, his eyes become smaller and more angular.

This particular instance with the movie redesigns, however, is a case of trying too hard.
