Sayoko and Rolo were working together, so both were the backup plan. Rolo, who held more significance to the plot than Sayoko, however, usually is the one people talk about.

That answers nothing at ALL they were indeed in it together but Lelouch said he would leave his sister to Rolo. Remember he said he counting on Rolo and that was also his last mission.

Rolo was the leader of the particular team, which is why Zero contacted him about it. One contacts the leader of a team, not one of the subordinates.

Rolo has superior abilities compared to Sayoko. Despite this, Rolo's duty was left to securing an escort for Nunnally's shuttle, while Sayoko herself, being a familiar person to Nunnally, would interact with Nunnally. Which is why you see Sayoko on the shuttle and Rolo in the Sutherland, and not the other way around.

IF THAT THE CASE..........than Y does Lelouch said to Suzaku that he the ONLY person that he could rely on and beg him to save Nunally.

Because at the time he was. But then the "betrayal" happened and threw that all to hell, so Lelouch had to make due with what he had, which was Sayoko and Rolo. He could've sent Jeremiah, but A) Jeremiah was needed in the battle due to his superior combat skills and the only one capable of using the Sutherland Sieg, and B) plot dictated that Sayoko and Rolo had to be the ones in the Government Building to secure Nunnally, Kallen, and the Guren SEITEN Hakkyokashiki.

before the attack started he was worried about nunnaly being harmed by the emperor (who knew his id)
so for the time being he needed someone to protect nunnaly)

Sorry to bother you or anyone about this, but...

I'd really love to see a source on this. A link, a translation, a scan, or even just a magazine name and number--anything tangible to lend proof to this.

I keep on hearing that Suzaku is "more experienced" based on an "old interview", but no one can ever, ever bring up its source, though it's spread around the fandom so much that it's accepted as fact.
