You should watch Scrapped Princess and Mai Hime (aka My Hime).
These are similar to... Noein and Full Metal Panic, in ways that are hard to describe and mostly in my head. Like overall production quality (and exceptional soundtracks). Of course, it's difficult to recommend strongly when you don't rate anything on your list... but anyway, the genres are both SF-action, though not so really any romance in Scrapped Princess. Mai Hime is set in a school, and the mix of comedy/mecha/romance is really quite similar to FMP.
Tsukiyomi Moon Phase is sort of a darker, more serious Karin.
And if you LIKED Akane Maniax / Kimi Ga Nozomu Eien / Da Capo / Kanon 2006, you should watch Air. Not that they are all overtly similar, but they share a genre, of which Air shares the top. It is animated by the same team as Kanon 2006, and based on a game by the same company (Key), as well.
If you feel up to Action/Romance/Horror, Elfen Lied is a good bet. Very, very bloody, though.
As for currently airing things, try Darker than Black and Bokurano. Darker than Black is a bit similar to... um, a Philip K. Dick novel, I guess (and probably very good), while Bokurano seems (from ep. 1) to be a LOT like Zegapain. But probably not as good.
Lastly, if you have not watched Mononoke Hime, watch it. It is a masterpiece.

ive watched scrapped princess and air, but didnt add it in my list becuase i wasnt feelin the romance as much as the ones that i have listed. I did watch a couple of episodes of elfen lied and as you said it was "very, very bloody" so i stopped watching it and for some reason i never really liked chobits or dears..
ill see if i wanna check out tsukiyomi moon phase
Im also liking darker than black (watched it earlier today).
Also, bokurano does seem like zegapain, but the thing is.... i would rate zegapain as one of my least favorite anime
I hope for more suggestions, thanks!

Ok, that gives me a better idea of what you seek...
Romance, but no action: REC (I liked it, and it's generally well-regarded) [Rating: 7]
Romance/Action/Ecchi: Mahoromatic (I should have thought of that earlier!) That's almost like a cross between Love Hina and Chrono Crusade... maybe? [Rating: 8]
Romance/Comedy/Ecchi: He Is My Master - a unique harem that has a dominant, not wimpy, male [Rating: 7]
Romance/Comedy/Ecchi/Martial Arts: Sumomo mo momomo - Unlicensed, still airing, and similar to Rizelmine [Rating: 7]
Romance/Action/Ecchi/Sci-Fi: Tenchi Muyo. The first 2 OVAs and the first movie are generally considered 'good', but IMO stay away from OVA3 and TV series after the first one. [Rating: 8]
Romance/Action/Comedy/Ecchi: Inukami! - Still unlicensed (I think), and pretty good. Beware that it does have some (censored) male nudity, but it's all for comic effect. [Rating: 7]
Romance/Action/Drama: Vision of Escaflowne (TV, not movie) - Maaya Sakamoto's debut, with exceptional music, to boot. Think 12 Kingdoms meets Gundam. [Rating: 9]
Romance/Action/Comedy/Drama/Sci-Fi: Stellvia and Nadesico. Both are really good. Stellvia has a stronger romance element, and Nadesico has a stronger comedy element. [Rating: 8 and 9]
Romance/Drama/Comedy: Kasimasi - Girl Meets Girl. Surprisingly dramatic for a "Boy transformed into girl by aliens" plot. [Rating: 7]
P.S. I've add my ratings on AnimeNewsNetwork's 1-10 scale, for reference.

Hayate no Gotoku! - currently ongoing/romance/comedy. if you enjoyed shakugan no shana/zero no tsukaima, you'll probably like this one too.
kyoshiro to towa no sora - mecha/action/romance but with some yuri theme
good witch of the west - fantasy/romance/action with some splash of comedy.
magikano - echi/romance/comedy
