de arimasu=desu (Present/Future Tense)
de arimasu ka=desu ka (Present/Future Tense [Question]) de arimashita=deshita (Past Tense) You tack on "ka" to any Japanese sentence and it automatically becomes a question. It's not like English where you phrase the sentence differently. One of the few points of grammar in which Japanese is actually easier. For example: de arimashita ka=deshita ka (Past Tense [Question])

A small detail about de arimasu that bears mention is that it isn't just some unique quirk of Wilhelmina shared by nobody else in the world. De arimasu is a linguistic mark of the aristocracy in an ancient era of Japan's history. By speaking this way, Wilhelmina sounds very old fashioned.

Yeah, and a minor character in Genshiken and a whole bunch of characters in other shows which don't occur to me at the moment. Quite a few characters have it as a linguistic habit to show that they are very old fashioned.
It's nice to explain the definition of "de arimasu," but it is probably more meaningful to explain what it tells the viewer about a person who says it.

I have a question...just exactly how old is Yuuji, and how old is Shana? I think Yuuji is 15, and I know Shana looks 11 or 12, but she's been a Flame Haze for awhile, so she's got to be a bit older than that...does anybody know? I've just been curious, since I can't seem to find a definite answer.
