I couldn't find any older posts on this,but what codec do I need to download to view episodes 6 through 13 of Space Symphony Maetel?

I suggest you have a look at the [READ ME FIRST] How do I get this fansub to play? thread.

And it would help if you gave some detail as to what codec and media player you are using.
