You need a large budget, promises of pay, and friends who are Japanese doujin artists.

Quality and work speed depends on how much you have of both.

I dont mean to sound harsh or anything similar but.....

If I were a fan with the skills you mention, I would certainly prefer to team up with other people that can contribute to my fan-made animation project.

Saying: "I have a story please make it into an anime just for the love of it" is asking waaaaay too much from other people.

Of course, if you have money to burn, then you may have a chance at it.

And by money, we mean something like a few million dollars, not pocket change. Gundam SEED Destiny cost something like $300k per episode and we ALL know how many scenes Sunrise reuse there Not to mention that was 4 years ago, the dollar has fallen quite a bit since then.

Make an Anime is not like going shoping, you need gionists, drawers, animators, musicians, lot, LOT of money and of course LOT OF TIME

Do you know that a mere second of an animation require 24 draws?

Plus we are speaking of a really competitive profesion, the sponsors will not take any single work they find, although, many "GREATS" of the anime started with comics and doujinshis CLAMP as an example, Walt Disney started making Draws for shopes and stores too!

So be patient Amigo, all to his time

Making amateur animations, even good ones is not completely unheard-of.
However, at the very least you would need a better sales pitch.

Making an animation of any sort is an enormous job so it would be better to provide much more information.

Story concepts or at least the premise.

What you're looking for in terms of length? 10-15 minutes animated short is pretty much the maximum you can expect to get done. I don't think there are that many crazy and talented (and very much unemployed) people out there to get any kind of series done without professional production. And as said many times already making a series of 13+ episodes costs a huge pile of money.

How many lead characters? This is important in order to determine how many voice actors are needed. This is a bit of a difficult question altogether. Because if you want it to be done right there aren't that many skilled amateurs out there. And pros again cost mucho american greenbang.

Language?

Background music can be a bit of a pickle as well. For 15 minute animation if the music's purpose is to support the story rather than tell it you'll need something like 4-10 different compositions of varying styles.

You'll probably need to specify the preferred visual style as well or you can't really get picky about it.

I'm not going to even start about the animation... As said second of animation needs 24 drawn frames. That's 21600 frames for 15 minutes of animation. So when you do the maths the conclusion how much work is required is quite evident.

Even a 10-15 minute animation is a several month job at the very best. So you need to pull a bunch of rabbits out of your hat to get enough people pumped up about it. Rabbits in this instance being interesting ideas and thought through concepts. And of course some kind of production plan.

There are somethings that I may be able to contribute to a production like this. Some music to be exact. However I'm quite short on time so convince me why I don't need any sleep before Christmas.

I dont think many people have the money for this, except big companies, you could make a short flash animation but that would be about it with no money.
Not many people willing to it for nothing..

You could try making it into a manga and see if it actually becomes popular enough for you and other people to spend time and money on. Or even popular enough to have a production company pick it up to make into an anime

If you already have the story, then you can just have someone else draw the manga for you using your story. You'd be credited as the author, and the other person would be credited for illustrations. That's kinda like what I'd doing right know. I have a story and I'm also doing a lot of the drawing, but I've got other people who also draw with me.

I found the people currently helping me at the school I go to. If you go to school you may be able to do the same. If not, there may be someone in your neighbourhood or a friend that could help. If you still can't find anyone, then you can try to do the same thing as The Genderbending of Haruhi Suzumiya thread, or the Join Us And We'll Create a Manga thread. If your story is good enough, you may be able to find some people on this thread to help with the illustrations and even help with the story.

I think the best, and easiest way to have an own anime is to write a good light novel series, release it in Japan, and praying that it will good enough to made into an anime.
