Hinagiku probably has the best chance at defeating Tsukasa and Kagami, but probably won't be able to beat both in a row. I am still voting for Kirino today.

Correct me if I'm wrong, but Tsukasa making the quarter-finals and now semi-finals in successive years is an unprecedented achievement. Shinku has performed well, but never in successive years. Nanoha also won in '05, and made top 8 last year, but not in '06. I really can't think of anyone else that has consistently performed so well every year. Perhaps she's the character that will go under the radar to win this year?
