It's more of the opposite, the only reason of why Mugino's shots where accurate that time was because she was using a "sonar" (Rikou). If Misaka would have realized from second 1 that she could be tracked perfectly then she wouldn't have gotten cornered by the shots to that extent.

By nature the "charge up" of Mugino is probably not that quick, at least for high density shots. Small shots might be a different matter, but she usually doesn't aim, just leashes unto the enemy.

I thought it was that they were the same. There is one part where Mugino is right behind Misaka and Misaka dodges the beams.

Rather than accuracy they are pretty impossible to dodge.

Like stated before, the charge up takes a while. Misaka can detect the Mugino as soon as the particles are getting isolated.
It is impossible for Mugino to land an accurate shot unless she is firing from the shadow and have Rikou to provide her aim.
But Musgino has no shadows to hide in front of Misaka who can just detect her.

So basically the entire chapter is about the Organizing Committee for the Daihaisensai trying to recruit all the Level 5s into some kind of demonstration for the Festival. The guy that got sent to Accelerator ended up beaten within an inch of life, the headmistress wouldn't allow them to get Misaka in fear that the whole world would know what kind of girl she really is (Violent Tomboy instead of sweet Oujousama), there's a reference to Railgun SS2 here when they brought up that she performed in Russia before. They couldn't get a hold of the Number 6 while Mugino and Kakine of course refused, with Kakine getting pissed off when the person reaching out to him was under the impression that "His abilities are the type that appeals to children" (referring to his angel wings).

I'm not entirely sure what that conversation Misaki had with the strange man, but in the end- it looks like the committee was able to recruit Misaki and Gunha, and ended the chapter commenting that 'They have a bad feeling about this'.

I wonder if there's a reason not to put those two together

^Gunha is probably going to irritate Misaki with his guts and things will end up chaotic.

Of course, Kakine is being mocked with again and goes full tsun-tsun.

Also, why did Accelerator beat up the rep. guy anyway? Did he say something to piss him off regarding the clones?

I think Accelerator was under the impression that he was trying to recruit him for another dark experiment

On concerning chapter 43. I think it's the student's committee's fault for sending a suspicious looking guy that surely looks someone who works for the dark side of the academy. They should send a student like them to talk with accelerator. Just like what they did with the other level 5.
