quick bracket edu:
for this example we have banners 1-16
there would be a separate poll per pair
Round 1
pair one: 1 v 2
pair two: 3 v 4
......
pair eight: 15 v 16

winners move on to round two and on and on until final.

how we did the polls
48hrs for round 1 and 2 (4polls at once)
so day 1 = banners 1-8
day 3 = banners 9-16
day 5 = all of round 2
day 7 = final 4 banners (4day poll)
day 11=final 2 banners (1 week poll)

Yes, that is definetly a better system. We can have more then 2 per round if that is a problem.
Create new thread > Vote > Merge into Main Vote thread, Create next thread etc

edit:

We can use modular aritmethic on the post count of the creators + alphabetical ordering to determine the groups. If you have 120 banners and you want 3 per group then you have 40 groups. Reduce to R40 (it doesnt make a difference really) and you get lets say: 3 16 2 9 20 39 etc. You then order them, applying alphabetic order of the username for those that are equal, lets say you end up with: 2 3 3 3 4 4 4 4 etc. You then group them as pairs of 3: (2 3 3) (3 4 4) etc

If you make 1 banner you loose nothing, if you make 2 you may end up with both in one group or at best one in 1 group and one in the other, by the next phase even if you were lucky the first time and got both in two groups and both picked you might now have both in the same group and will have to compete with each other.

With this system quality wins over quantity, so you could allow free hand on how many banners people want to submit/create in the time alloted.

i went small for the example but the one we had on the other forum was a bracket of 64, made after narrowing down from 100+ entries. was a hottest celeb contest that has been run the past 5 years

wow nice thinking i like that idea bc it tells us what everyone likes the most instead of having a split decision on voting for all at once. the problem is that it might take a lot of threads to produce the first bracket.

A page can be create on vBulletin and the system automated, problem solved. Arguably this is how our current nominations should have been done as well.

You may wish to consider different procedures and more fine tuning to the little details. For example, in the poll, should you really be asking "Choose your favorite banner!"; this phrasing can be interpreted in different ways depending on how people "rate" things. Lets take you xris as a example. Given a selection of avatars you may pick that which is your favorite among them, but you may never wish to use it; since your "will to use it" was not among your criteria for choosing your favorite.

A solution would be to ask it differently, like for example just be blunt: "Which banner would you like to see on top for the next 6 months? (possibly more)".

Concerning the current 3vote-nomination and 1vote-final-pick, I wont go into any details but it may be for the best to allow everyone to pick how many of the banners they like in both phases; or at least far more then we can pick now.

I think you're splitting hairs a bit there... I mean, why would we ask which banner you like in a forum banner contest if it wasn't to pick which is shown at the top of the forum? The post even explains the intention as such. I don't think any of our members are so ridged in their thinking that their choice is going to be changed by having the question altered in such a way.

The Dango banner is not blending well when it shows up for me. I have refreshed the image several times and only this banner appears to suffer from this.

Good catch, thanks. I did also notice this myself once I remembered to check it on a range of browsers. Seems to be a problem with Internet Explorer's PNG rendering; I've replaced the image with a JPG which has fixed it on all browsers I've been able to check... ::sigh::
