When I see a photo like that, I don't know if I should laugh or feel sorry for the guy... I usually do both.

The girl just behind him must be telling her companion: "Just keep walking."

Is that a cardboard cutout? For a moment I thought it was a chalk drawing on the ground, which would have been a way cooler exercise in perspective.

Presumably that was taken at or near a convention or something similar. I would think even in Japan you don't just walk around dragging a cardboard cutout of a little girl by the hand on the off chance that someone might recognize the reference.

If there is a convention somewhere, all manners of strange comes out in broad daylight.

Well, considering there are a number of cosplayers in the background, I'd say they're at some kind of convention.

Deffently at a convetion. I am fairly sure that LO is a potoshop as there are no shadows for it

I wouldn't be so sure about that conclusion. Scientific explanation:

One thing you learn in photography (or at least should) is that on an overcast day, objects under the open sky cast no shadows except directly beneath them, because the sky is evenly lit from all directions. You can see the only shadows he casts are those directly under his feet.

An effectively 2D object suspended in the air would cast no noticeable shadow, or at most an indistinct line, because it is not thick enough to cast a significant penumbra (an area without line of sight to most of the sky), let alone an umbra (area where the entire sky is obscured).

The issue is that it is not a 2D object as part of LO's coat should be behind his leg while the hand holding it would be in front of his leg so at least part of it needs to be 3d (in fact to have both part of the coat behind him and the front leg like that it would need to be slanted at a near 60 degree angle) and unlike the cane (an other near 2d object) there are no shadows what so ever.
