x264 bitrate allocation question

hi im new here and i dont know if this is the correct place to ask this sorry if im wrong but

is x264 lower the bitrates on high motion (fast pace action) scenes regardless of
encoding option either CQ, CRF, or 2 pass average bitrate?

is x264 higher the bitrates on low motion (non action) scenes regardless of
encoding option either CQ, CRF, or 2 pass average bitrate?

just a curious question

On CRF and ABR modes. Not CQ.

This is what qcomp does.

im referring CQ here as the --qp option or constant quantizer option

so all my question is true to --qp, --crf and 2 pass?

EDIT:
oh i just google and found out that the qcomp your referring is the quanitzer compression on megui
so if i set the qcomp to 0.6 it will give smaller filesize because the bitrate that will be allocated is lower
on the other hand if i set the qcomp to 1 it will give higher filesize because the bitrate will be allocated is higher
so the one that controls the bitrate allocation for QP mode is qcomp?

No, exactly the opposite--read my post again. qcomp does not affect QP mode, because the entirety of what qcomp does is antithesis to what "constant QP" means.

ah yeah because QP mode is constant quantizer so is that mean that in QP mode bitrate allocation is like with 2 pass average bitrate encoding?

or is that mean 2 pass average bitrate encoding doesnt benefit from qcomp?

EDIT:
never mind i just found out by google again that ABR mode you refer is the 2 pass average bitrate im referring
