That's Chitanda Eru, from Hyouka.

(It is KyoAni's on-going anime now).
The picture is actually a seiyuu reference since both of them are voiced by Sato Satomi. Dunno about the "Tree-Yui" over there, but it might be about Eru curious about it.

And yes, both of them are club presidents

It's a word pun (homophone joke), as well as a seiyuu joke (as they're both voiced by Satomi Sato). Eru's pet phrase when her curiosity is piqued: "watashi, ki ni narimasu." (something along the lines of "I'm curious!")
Ritsu: "ki ni narutte... ki(?) kayo..." (Not sure, might be "I'll become a tree.")
木 and 気 being pronunced as "ki".
