Problem changing wallpaper

I wanted to change the wallpaper of my desk but when I go to the opsion of persoanlising wallpaper, it says that the option has been disabled. It's pretty strange because so far I remember, I haven't changed wallpaper in a month and the last time I had no problems.

Any help?

What operating system are you running? If it's XP Pro/MCE or Windows200X there's a while ton of things you can disable using the Local Security Policy settings.
