Simply put, production time is consistency, and budget is framerate.
Even poor animation is costlier than a high-quality still shot.

It is some of the oddest mixing of "old ShnY" sharpness and "post-K-On" roundness...

Watching the eyebrows in this episode was fascinating... Haruhi's entire facial is very mobile in this one but everyone has the eyebrow thing going.
