Mail error in ipb1.3

Ok this is odd, in my forums on one of my sites whenever i try to send mail i get this message

Mail Error!

Could not send the email
Failed at 'mail' command

I am using invision power board 1.3
i have php and my sql installed on the server and am running Microsoft-IIS/5.1

No I dont want to change the message board to phpbb or vbullitin, I have my board all set up so reinstalling it / changing to a new message board is not a option, the of thing i find is that i recieved a pm from one of the other members, but when i tryed to pm them back i got this. I fear I may have not set up my baord properly.

Check that you have right email options in php.ini file and check ipb mail options too....if unsure use mail method and leave rest blank.
