Yep.
@kakakka, It's like Isshin's fight with the fisher-hollow thingie. The hollow said power is proportional to the size of their zanpakutos, so he said he is powerful since his sword is the size of a bus. This is basically yammy's cero...just big. Isshin then cuts him in half and says that all captains are able to concentrate their energy and make their zanpakutos small. This is basically the top level ceros - small, but dense/concentrated. |

K look at it this way. Starrk forced one of the most powerful captains to use his shikai to the maximum, not to mention wtfpwning two vizards(former captains I might add) in the process. Byakuya didn't even have to use his shikai vs Yammy, he only went bankai to fight Kenpachi >_>
I'm of the opinion that the numbers are ranked by reiatsu. So if we take the captains as an example, is Kenpachi the most powerful captain?

Exactly, but he's stated as having ridiculous amounts of reiatsu, surpassing all the other captains. I doubt Aizen had time to do an in depth assessment of all his espada's skills, so he probably just ranked them by reiatsu.
So in reiatsu Yammy > Starrk. As an actual THREAT? Starrk > Yammy.
