There is a fine line between high art and pornography. This is common knowledge.
In anime, there is an ESPECIALLY fine line, since many "hentai" productions have some very artistic qualities. Still, when most people think of "hentai", they think of shows like Bible Black or Night Shift Nurses - shows that center around sex, sex, and absolutely nothing but graphic, explicit sex. These shows are easily classified as "hentai".
But how about those anime that really, really push the limits?

Golden Boy (although the manga is FAR more explicit and arguably pornographic)

I suppose the 1992 shounen-ai anime Ai no Kusabi since it actually shows the couple having sex, though it avoids being pornographic because no private parts are shown.

Legend of the Overfiend is definitely hentai, Fencer from Minerva is also Hentai, Adventure Kid, and some others. Just because it has some "story" doesn't mean it's not a hentai... If you really wanna look at it, La Blue Girl has several linking episodes with plot as well. Bible Black, Harvest Nights, Angel Blade, Beat Angel Escalayer, Desert Island Story, etc etc... I can go on and on, since I have hundreds of gigs :heh:
Kiss X Sis is very explicit, but it's an ecchi anime. So is Kodomo no Jikan.
While there's nothing sexually explicit in it, Agent Aika (and the recent Agent Aika Zero) wins the prize for most panty shots in an anime :D
(Although some have said it's rather a panty advertisement than an ecchi anime :heh: )

I think the way you phrased your initial post, focusing on the so-called "fine line between high art and pornography" is a bit strange.
When it comes to anime, this "fine line" is frequently instead between "censor-acceptable ecchi content and outright pornography". Those are the "limits" being pushed most often. Not much to do with artistry.
There's also many pre-hentai anime from the '70s that might be considered "hentai" today, like Belladonna or Cleopatra.
You actually managed to mention one anime that fits your definition. This piece later went on to inspire the mind-blowing sex scene in Yuasa's Mind Game.

The completely uncut version is one of those OVAs that's really hard to classify. It's too graphic to be regular anime, but it's too unpleasant and doesn't have enough sex to be hentai. It's truly in a league of it's own.

If genitals and intercourse is explicitly shown, it's porn. No if's and's or but's about it. Showing alittle nudity and quick 10 second softcore sex is another story, it'll just be a rated R film. This is universal in any country you live in. There's some minor exceptions in earlier hentai's, like softcore porn of the earlier days, where they try to go around censorship by hiding, rather than censoring.
^ Soft porn is still porn to me, dunno how others look at it. Most explicit anime would probably be Kodomo no Jikan, can't think of anything else atm.

Porn is defined not just by intercourse, but by penetration in general (including the use of sex toys).
No clearly visible penetration = *not* porn.
Off-screen sex, if it's so dark you can only see outlines and anything else where you can't clearly see any penetration is *not* porn.
Showing genitals alone is not porn either.

Porn is generally defined as being:
Paper-thin plot, or no plot at all, horrible acting, horribly unnatural sex scenes. Particularly when the porn is lesbian, it's all wrong--it's all designed to make dicks hard, and not indicative of what actual lesbian couples do.
I know the actual definition is "there's penetration," but I'm not going to pussyfoot around it like the OP. Give me (lesbian) porn with plot! And the plot can't be "this is how they ended up fucking."

I beg to differ...There's all kind of Emanuelle movies -not- showing penetration, they still sell as porn. There's also a lot of hentai (i.e. anime porn) that implies sexual involvement without actually showing anything.

There's this one new movie about lesbian vampires overtaking a bus of tourists and turning the island into a lesbian vampirism cult. Haven't watched it, heard it was fun :P

Also, I would like to point out that movies like Last Tango in Paris and Fat Girl center around sex and feature graphic sexuality, but are definitely NOT porn.

If the amount of editing on most broadcasts of the envelope pushers is any indication, they're past the threshold for everything except a few subscription channels.
I just read Berserk manga so much there was, and that definitely is something that has all hentaish elements, but is not about it at all.
but it does not focus on that, it is more like a necessary for the story
and the anime is much more... reserved

Mezzo Forte is a good example of what I'm talking about. It has graphic sex scenes, but it also has a highly-developed, non-sexual plot.

But Aki-Sora is explicit in both senses, it's true. And even Kanokon has some fairly direct scenes.
In fact, however, there is more actual sex in shoujo mangas and animes (KareKano, for another example, and they get close in Bokura ga Ita) than in those aimed at guys. But it's played for the act and emotion, not the simple visuals.

I think the time devoted to the sex is what makes something pornographic or not.

No, BxH doesn't qualify here.
While the premise sounds very ecchi, the anime itself is quite tame. There's nothing sexually explicit and only very little fanservice.
NGE would probably be the most explicit non H anime, it has the masturbation scene with shinji and asuka, and also the off camera scene with misato and kaji.

Ecchi is the Japanese pronunciation of "H" which stands for "hentai" so.....yeah, when a character is talking about "ecchi" things, it means "sexual" things.
I'll give some examples:
Tarou ga Ami ni ecchi shitai!
"Tarou wants to have sex with Ami!"
Koitsu wa hontou ni ecchi da ne!
"This guy is such a pervert!"
If you are talking about a sexy character as in 'attractive; appealing' etc, you wouldn't use "ecchi" in Japanese, the same way you wouldn't use "sexual" in English.
Just wanted to clear that up. :)

They're usually faded out by fog on the bath, covered with leaves in the forest, covered with well-blaced towels, etc. And also, "sexually explicit" is a very subjective term to begin with. Take the famous quote that I forget who said "I can't tell you exactly what porn is, but I know it when I see it." Despite that, ecchiness and juiciness are actually refresher which make a show have more merit than if it were have none of such, yet another way to say that's it's not garbage sent to poison our society by the hentais in Japan

Usually the fog and what not get removed in the dvd/blu-rays.

Yeah, there are only 2 graphic Yaoi's, Sensitive Pornograph, and Legends of the Blue Wolves. There are many more Hentai's than Yaoi's, so I was hoping for something like a Hentai with mostly male screen time.

Most ecchi animes out there are only explicit in the sense that they show nipples. Yosuga no Sora went a step further and "showed" actual intercourse (or rather, implied).
If I remember correctly, Shigurui (http://myanimelist.net/anime/2216/Shigurui) also had a couple of rather explicit sex scenes. I'm not sure, though.
In any case, I consider soft-core intercourse (because of censorship laws) to be the benchmark of "explicitness". Nozoki Ana (http://myanimelist.net/manga/21419/Nozoki_Ana) will be a strong contender for "the most explicit" title once it's released, because the story does center around sex (among other things). Holy Light is the only thing standing on its way.

The most sexually explicit non-H anime I've seen (and also the first serious show I watched that's currently airing back then) was Qwaser of Stigmata and its sequel Qwaser of Stigmata II. Both revolves around a bunch of superpowered fighters who need to powerlevel themselves by sucking female breasts. Most people think it doesn't actually offer much else than this, but when I finally watched them, it turns out that the story, despite its ridiculousness, was pretty good, though the second season is more lighthearted and heavy fanservice-packed. I also watched the first episode of Manyuu Hikenchou (which was also directed by Hiraku Kaneko) yet I can't believe it's much more ridiculous. I've also watched many other ecchi shows (including Yosuga no Sora, which offers actual sexual intercourse), but this one was a strong contender to me.

I second this one...I consider it more "ecchi" than Queen's Blade due to the the breast sucking (whereas in Queen's Blade they just show the boobs but don't do too much with them.)
