Nah, that's just the RussiaGate obsession which has come from Hillary and has infected vast tracts of the mainstream liberal and a lof of the progressive side of the Democrats. Tulsi was on Bernie's side in 2016 and actively opposed Clinton, so there's a grudge.
Now, I imagine from outside "the left" may look pretty uniform, but it's everything but. Since I am quite versed in the internal intricacies of the American left, let me elucidate a little bit.
There are mainstream liberals, mostly white moderately affluent suburbanites, who are pretty content with their lot, but are socially liberal and economically neoliberal. They support politicians like Biden, watch CNN and MSNBC and buy into RussiaGate. These people hate Tulsi with a passion, because they actually believe everything the MSM is telling them.
Then there are economic progressives, who are socially progressive and economically progressive, who think that the best solution to improving the lot of everyone is to bring about more economic equality and want government to provide solutions in that regard and otherwise keep out of people's personal business. A good part of these people support Tulsi (or at least sympathetic to her) and a lot of them oppose RussiaGate. Sadly, due to her being a candidate in the primary, some of them got turned against her, because they went fully into "everything who runs against Bernie is an enemy" mode. That part of the left always brings up India and Modi, since she tepidly said positive things about the guy, when they never bring it up with any other Democrat politician who does so.
And then there are "woke" people, who radically want to enforce a more puritan standard of living, want to meddle in other people's personal business, judge them and destroy their personal lives and economic status when they deviate from woke standards. Those are basically the kind of people you mentioned rioting, doxxing people on Twitter and doing all other sorts of authoritatian bullshit. Sadly they have been gaining influence during Trumps presidency (together with RussiaGaters).
And although the economic progressives seemed to be ascendant during the primary, they totally collapsed to the other two movements after Bernie cucked out after Super Tuesday. It's really quite depressing.
