I think that Lulu from my perspective is seen as a taller person but then again it could just be done from angles to portray status levels in the scenes. So YOUR BOTH RIGHT! lol

Some of the characters are still wearing heels in the picture; I believe in an Asuka scan from months ago, C.C. has an official height of 160cm (5'3"), compared to Lelouch's 178cm (5'10").
