There are 7 art supervisors for this episode plus 2 chief supervisors (KimuTaka being one of them). All the other episodes before this have about 2 or 3 art supervisors max, and 1 chief supervisor (ChibaYuri).
If I had to guess, I'd say that episode 19 was one of the biggest reasons for episode 17.5. Also, the scriptwriter for this episode is actually Yoshino Hiroyuki, not Okouchi. That was probably Yoshino's explosion warp in episode 18, then >__>
