A romance and action serie, manga or anime, where the boy and girl ACTAULLY GET TOGETHER!
I'm so pissed on all this harem mangas/animes where the guy or girl just simply look at eachother and start sprouting nosebleed! No progress in the romance part!
For christ sake! It's idiotic! I want it to be more REALISTIC! It doesnt matter if it's ecchi, fantasy or whatever, just aslong it have good artwork, boy and girl or girl and girl hook up, kiss, act pervy or just whatever! Act like a real couple thats in love with eachother...

Don't misunderstand me though, I'm not interested in hentai.

Ooooh, the requirements is: A good plot, Artwork, Girl and boy/girl and girl actually hook up and act like a frikkin couple and make out etc... Hope it's not too much to ask :/

Character development is a MUST! PLEASE! Comedy is fine too, but it really get on my nerves when it is 0 character development... 0 Character development or anything in the plot... that really sux.. really.. really... Want to kill someone.. srsly... mhmm!

mmm... maybe Dragonaut:The resonance although it has mecha and ive onle seen like 7 episodes but i think they kiss since episode 1 or 2

So you are looking for a series combining action and romance, where the Guy and Girl do indeed get together before the end? I can think of a number where they do indeed get together in the end, but if you want it sooner the only one I can think of off-hand is:

Mamoru-kun ni Megami no Shukufuku wo! - This one is comedy/action/romance, if that's okay? The guy and girl hook up in the very first episode, and go through a lot of situations as their releationship grows during the course of the series.

Comedy is fine for me :D Goin to check it out later on

Hmm.... meh I'll throw in Elfen Lied. Although it isn't apparant at the beginning, it becomes MORE than just romantic at the end. :)

Ah, you might like Ah! My Goddess. They don't do any make-out stuff, but Keiichi and Belldandy are a cute couple.

You might like Hanbun no tsuki ga noboru sora. It's one of my favourites ever. More heart felt than anything I've seen.
Canvas 2: You might hate or love the ending (you'll see what I mean).
Crescent love: Not realistic at all, especially the ending. But the protagonist and the heroin do end up together.
Love hina (manga): Don't put this off because of the anime! In the manga keitaro and naru clearly ends up together.
Speed Grapher: It's a really great series, the series is full of twists and cliffhangers that make it seem impossible for the protagonist and the heroin to end up together.
Suzuka: Not too much to say about the series, but it does fit what you're looking for. Overall it's a pretty good series.

Lovely*Complex, Tsukuyomi Moon Phase, REC, ..... more depending on what you mean by "hook up". But those three definitely have post "daisuki" episodes.
