No. Not the Sandrock EW OVA version IIRC.

I'm not all that picky about proportions, so that doesn't bother me. That said, I've never actually built an RG before (plenty of HG and MG though). Any recommendation on whether the Justice or Exia would be better for a first-time RG build, or does it matter?

Which one is your preference? A Gundam kit with big backpack or Gundam kit with many blades made of chrome parts? If you prefer the former then go with Justice, but if you prefer the latter then go with Exia. There’s also color-preference where Justice provides non-traditional Gundam colors while Exia has the traditional one. Oh, and RG’s signature variety of color-separation is more evident in Justice than in Exia. Aside from that, both kits are solid with Exia has the upper hand. Both are good for first timers coz the newer RGs have more solid build compared to the earlier batch.
As for some tips of Building RG, well, take your time studying the manuals while building. RGs are not kits that you can rush-build. And beware of the tiny parts – real tiny parts. Make sure you have a clean and comfortable working place before building any RG kits.

Do you have any opinions on the MGs, or do you agree with Ryuuoh DeltaPlus about going with the MG Freedom 2.0?

As for MGs, I don’t really have any notable complaints on MG Aegis given its nature as transformable MS. I’d even go as far as saying that it’s a good solid kit. MG Exia Dark Matter fixed the old MG Exia’s ankle problem a little but still have minor problems. I’d say it’s a tie between MG Aegis & MG Freedom 2.0. Oh, and if painting is not your thing, you need to paint the inner side of Freedom 2.0’s new Balaena cannons if the plain white appearance bother you while Aegis don’t really need extra painting. And then it's down to your color-preference again.
