The promise was that he would call upon Saber when he's in danger, which he didn't do when he fought Rider.

The mana link between a Servant and a Master is established automatically when the summon is completed. But since Saber's summon was "incomplete", the link is weak (though even if it's there, Shirou doesn't have enough to support Saber in combat anyway).

For the whole mana supply thing, here's an interesting link in case you guys are interested:

Leaving out the spoilers, here are the important numbers:

Saber's Max MP: 1200 ~ 1300
Usage during battle with Berserker: 200
Usage during battle with Lancer: 50
Usage during battles where no damage is sustained: 10
Amount of mana recovered in one day: 8
Amount of mana required to remain materialized for one day: 6
Usage of (Noble Phantasm): 700 ~ 800

Shirou's Max MP: 20 ~ 50?
Usage of Strengthening: 2
Usage of Trace: 5

Rin's Max MP: 500 (With external supply, 1000)

So as we can see, Shirou is pretty much useless even with a proper link.
