how to convert to AC3?

I got a DVD burner and I've been using TMPGenc Plus to encode the video but there is no option to convert to AC3. What is a good program for the audio?

Free ones: BeSweet, uses the ffmpeg encoder which isn't particularly good according to audiophiles. Then again, the commercial ones cost A LOT so it's nice to have a reasonably well working free implementation even if it doesn't quite reach the performance of the 400$+ commercial encoders.
