Smart of them to release via the PSN to delay the chance of people ripping off the anime straight from the boardcast date. But one way or the other, it will be up for free download soon enough.

But the questions remain now is :-

1) Will the anime be IP blocked ? The OVA prologue of 0081 was and it really pissed off some Importers who bought the game straight from Japan for the OVA only to find out that they can't download from the Japanese PSN.

2) Is the PSN download free ? If it's not, I will be jumping straight to the Blu Ray.

I really can't see it being free. If they charge for it, then it shouldn't be as much as the Blu-ray will cost.

No. Sony practise IP Blocking of Video Contents to areas which they have no intention of releasing to. The access tab to those videos will not appear in the PSN Store if your IP Address does not match those of the approved region.

But there's an easy way out if you can access a Proxy Server.
