If you are looking for a combo between School and Action with huge doses of Romance thrown in check out FMP . It has my fave character in it Chidori Kaname. Its quiet diffrent from the usal school genre anime but trust me you wont regret watching it

Azumanga Daioh would be a good Haruhi/Ouran-ish comedy, as recommended.

I'm a fan of NHK ni Youkoso! myself. It's another over-the-top comedy with some romance, though it's quite a bit blacker than something like Haruhi, Ouran, and Azumanga.
