It's more believable that each arc would be 6 episodes. 4 x 6 = 24. But more likely they are going for a 26 episode count so one or two of the arcs will get an extra episode.

Yeah I guess there are different perceptions of veteran. Personally, I first saw knew her from her performance as Kallen (Code Geass) so that molds my opinion somewhat (making me bias).
