Depending on the settings ntpd refuses to change huge time differences. That's why you usually use ntpdate at boot (needs to be configured in addition to ntpd).

It's the only one I found that easily handles exceptions on repeated events.

Lots of other goodies that IMHO make it worthwhile to check.
