I think you completely misread the situation. Luffy didn't win. Katakuri knocked him out and then proceeded to stand over him for minutes, waiting for him to get up instead of finishing him off....

^Probably the latter. I think it's easiest to have an ATK/ATK/ATK-HLR/HLR/HLR-TNK/TNK/TNK setup because it's reliable. That being said I don't strictly adhere to it myself. Kora is just too awesome.
