Maybe because they didn't INTEND for their encode to be viewed on a TV in the first place? Maybe because they didn't feel like wasting bits on compressing pointless black borders or an upscaled...

No. You COULD mux it into MKV and set a playback resolution, but that would not add any borders nor work in a DivX player. Changing resolution REQUIRES a reencoding, and so does adding borders.
