Hayate's elder brother hasn't appeared in the manga yet (if at all). However, it's been speculated that he is actually Himegami. Whether it's true or not, who knows! Only the author, at this point.

I would also speculate that he is Hayate's brother. Problem is, remember when Hayate was looking for some sort of finishing move and found that book by Himegami? Wouldn't he have said something if he recognized the name? Just my 2 cents there.
