Background:
Miliene was a planet blessed with an abundance of magical energies. Milieneans had been known for a long time to be proficient with magic, and the many ancient civilizations knew how to harvest the power to perform feats and wonders. The leaders of the civilizations—the Mystics—had agreed upon an ancient pact that magic should and could only be used for the benefits of the people, and the Milieneans had concurred to the pact. Despite the ubiquitous agreement, there were some who coveted the power for things beyond the ken of mortalkind …
Nine powerful Mystics, who called themselves as the Ascendants, stumbled upon a magical tome (a Lost Logia) describing the Transcendence, a ceremony that would grant its user “the power of the Gods”. Consumed by greed and the desire for greater power, the Ascendants disobeyed the ancient pact and sought to obtain Transcendence, which required them to draw huge magical energies to channel the Gate of Heavens. In order to do so, they needed more than what the world could offer. Milieneans, who are themselves vessels of magical powers, unleash great bursts of similar energy when they die, and this secret was not lost to the Ascendants.
Miliene was thrown into chaos: the many civilizations began to wage war against one another. In the name of “justice”, the Ascendants provoked one nation to battle another, and the resulting catastrophe caused by the War of the Mystics was terrible. Leona was a 19-year-old teenage girl who served the Grand Cathedral as a Holy Sister when the War raged upon Miliene. The upheaval of magical energies caused convolutions so great it tore the mountains and seas apart, and the sky was a perpetual darkness. Her parents perished when they tried to protect her against a powerful spell that went astray, and Leona was forced to fend for herself alone, with Milieneans embroiled in war on all sides. Aggrieved and angered by the absurdity of the War, Leona vowed to do all that she could to protect others so that they do not share her fate.
Refugees, pacifists, women, children, and the sickly, and the elderly soon found shelter with her, but the War showed no sign of ending. For six months, she proceeded to relieve those that were wounded or powerless into a small hamlet hidden in a forest enchanted with magical barrier. Though she was powerful herself, the War soon brought its full weight to bear on the small community that she was protecting. Three Ascendants directly attacked her, and she could barely protect herself. When all seemed lost, a large airship made an appearance through the dark sky and intervened. An officious-looking person deflected an attack meant to kill her just in time, and chained the Ascendants with a powerful binding spell. Surprisingly, they managed to escape the spell with the help of the other six Ascendants, and fled.
The airship crew then made a systematic exodus for the Milieneans in the hamlet, including Leona. The officer who had saved her just now approached her, for the refugees apparently told him that she was their leader. She then came to know him as Chrono Harlaown, an Admiral of Time-Space Administration Bureau (TSAB) and also the Captain of the Warship XV, Claudia. He told her that the Bureau had come because of the massive time-space disturbance caused by the war, and that it threatened to engulf other planets nearby in its chaotic flux of magical energies. Leona related the story about the War of the Mystics, and asked him as to what the Bureau would do.
There was a great sadness in his face as he told her the decision: that they would be forced to destroy Miliene. Horrified, Leona could not control herself and cried. There was a silence between them. Then, Leona stopped, and said, “I guess it could not be helped. There have been so many senseless deaths in the War; deaths spurned by the desire of some men to obtain Godhood. The Miliene that once was is no more: it is now a star of concentrated magical powers that serves as a conduit for destruction. If there is a better fate for the others that I cannot save today, that will be to die without being desecrated by the foul greed of the Ascendants.” She looked into Chrono’s eyes, a strong determination reflected within her own. She nodded her agreement.
On that day, Miliene was no more. It exploded in a brilliant, white flash, and then it was gone. This was the Miliene Incident.
Personality:
Leona is a strong-willed girl, whose demeanor could be said to be strict, though not to the point of being draconian. She believes in following rational rules because “they allow the establishment of law and order, and the stable flow of societal activities” (and partly because the Miliene Incident was caused by the Ascendants breaking the ancient pact). She would give allowances for trivial rule-breaking when necessary (such as forgetting to address a superior properly), but not without some form of “punishment”.
She is also very protective and understanding, though she never showed it outwardly. For trainees or lower officers meeting her the first time, she gives the impression of a prim, stern superior with a commanding air, but when one knows her better, she is actually quite a kind person. There are occasional times when she becomes very self-admonishing. It seems as if she was remembering a painful past.
She is very analytical and thorough, and displays a high interest in magic and incidents related to Lost Logia. Because of her past as a Holy Sister, she was also a pious believer in God and fate.
Habits/Hobbies:
She was a perfectionist when it was work-related, because as an Investigations Officer, data and information were of vital importance. Reading and searching for information in the Infinite Library were her usual past-time activities. She had a habit of trying to analyze a particular piece of information from all angles, preferring not to let a single hint escape her. As such, she would sometimes appear to be distracted, though she was really sorting out information in her mind. She also appears to have a very beautiful but faint birthmark on her left arm, though it serves more as an object of curiosity rather than any advantage (much to her annoyance). Her favorite food would be sandwiches when duties were present, since they were convenient.
Professional Background
Leona entered the Headquarters’ training academy after the Miliene Incident upon recommendation from Admiral Chrono Harlaown, who found her to be surprisingly capable despite her young age. She passed most basic trainings with ease, and proceeded up to Private class within a short period of four months. Due to her keen analytical and magic-related knowledge (part of the trainings received when she served as a Holy Sister), she was set for a special training under Inspector Verossa Acous, an experienced investigator specializing in information-searching and covert operations.
Five years of training saw her rose into the rank of a Captain, affiliated to the Intelligence Department. Her works involve determination of the rational presence of Lost Logia in distant planets, securing information on the level of danger they pose, and if necessary, acting to secure them before the main forces arrived. She is also required to coordinate operations with any forces available where TSAB had units in, and if needed, help them with the situation.
During her tenure in the Corps, she has met with many important personalities, including the famed Takamachi Nanoha, Fate Testarossa Harlaown, Yagami Hayate, Carim Gracia, Verossa Acous, and their friends.
Fighting Style:
Aside from her great intelligence and shrewdness in making decisions, Leona can fight fairly well in both melee and ranged battles, though she prefers ranged combat. As an officer, she often tries to detain criminals without causing as much harm as possible, or, if they resist, incapacitate them using capture spells.
As a Milienean, her body is a vessel of magical powers, which she could naturally replenish everyday, or in situations where the conditions allowed. Her device needs no cartridge and obtains direct flow of power from her instead. She can effectively use shooting, area-of-effect, and bombardment spells, if needed, and also has melee magic-enhanced attacks.
Barrier Jacket:
Leona’s barrier jacket differs according to the modes: either Passive or Active Mode. Passive Mode is usually employed when Leona is required to do investigational works without drawing attention. In this Mode, the jacket becomes a tight black full-body attire that covers her entire body from the neck downwards, giving her more maneuverability and mobility. The jacket exhibits a tiny, light-refracting force-field that allows her to blend in with the surroundings. It does not, however, cloak her magical powers from being detected. In any case, Leona usually uses Wyrd’s Verdandi form in this mode.
In Active Mode, she wears a blue-colored, sleeveless suit with white hems, coupled with protective elbow-guards and bracers, as well as long pants of the same color. It comes also with matching knee-guards, gloves, and greaves. She also has a long, blue cloak. Additional pieces depend on the Wyrd’s form: Urdr adds shoulder-guards, a breastplate, and hand-gauntlets; Skuld adds a vest and hand-gauntlets, but removes the cloak; Verdandi does not change the appearance.
Device:
Wyrd—Leona’s Intelligent Device is called Wyrd, though it can also be classified as an Armed Device. Though of Belka-type system, Wyrd does not need a cartridge system to boost its power. Wyrd has three basic forms: Urdr, Verdandi, and Skuld, and Leona can use one form at any particular time as she needs.
Storage Mode—Wyrd is stored as a silver necklace with a three-pointed star set in the middle. Leona activates it by calling its name and the desired form.
Urdr Form—Wyrd in Urdr form takes the appearance of a silver glaive with medium-length handle. The handle is jet-black in color, with a silver ribbon attached near the point connecting the handle and the blade. The blade has a bird-like motif: a single long, curved wing with a shorter counterpart. This is the most powerful form for Wyrd, capable of dishing out considerable damage both physical and magical and usually used to detain dangerous criminals. It provides Leona with the most potent defenses, but, it is also cumbersome.
Verdandi Form—This mode is special even by Captain’s standard; Wyrd becomes a pair of rings—one with the shape of a wound serpent, the other bearing a jewel made into the likeness of a wolf’s head—worn on the middle finger of both hands (serpent of the left, wolf on the right). From the rings, extremely fine, silk-like silvyrn (a special alloy) strings can be formed indefinitely, up to a maximum length of 125 metres. While the strings are not strong physically, they provide a number of useful functions, such as the ability to infiltrate networks, generating static charges, and even transmit data. Leona rarely uses Verdandi form to attack, but they do have some special techniques that are uniquely different, though admittedly weak.
Skuld Form—Skuld mode changes Wyrd into a long, silver staff, embossed with the figure of a dragon. Offensively, Skuld is slightly weaker than Urdr, but it provides additional range. This is used mainly to break through enemies’ defenses, and also to stun them. Skuld also consumes less power and is less bulky compared to Urdr. Skuld is obtained by condensing all the silvryn strings into the rod.
Full Drive—Leona has a Full Drive form, but has never actually used it before. She usually completes her mission using one of the three basic forms.

A powerful offensive spell for Wyrd’s Verdandi form, Leona attacks her enemies with three very fast, magic-enhanced silvryn ribbons (compacted from 10000 silvryn strings each) that bear the semblance of raging snakes from the serpent-shaped ring. However, the range is limited due to the amount of concentration that is required.

Usable only when in Verdandi form, Leona releases the silvyrn strings from her rings into the air. The strings may be used to bind enemies, capture Lost Logia, or simply used to deter enemies by forming a strong cage in a target area. This spell enhances the silvyrn strings to exceptional strength, stronger than most types of capture spells known to the Bureau’s members (even Struggle Bind). This also dispels any support or illusion spells employed by the enemies, as well as dampens their strength. Unfortunately, Leona is required to remain in Verdandi form when using this spell.
