Question is, could the culprit reach the back door of the boiler room (from the room) before Kanon + Kumasawa showed up thru the front door? Since it was never mentioned in the story regarding the distance, it's hard to say. Drawing from Kyrie's 18 people theory, it's "possible becuase it hasn't been proven impossible"
