True, but Toudou isn't exactly Lelouch's most loyal of follower, he just kind of got swayed by that whole "I can make that fleeting dream come true bit" I mean, he was the one who went all let's get out of here during episode 19. He distrusts Zero, but I also believe that is supplemented by a healthy dose of respect for his abilities that even surpasses his own in terms of battlefield tactics.
