As the "weeks" go, just make it that entries are to be made 1st of the month through the 14th of the month, or something similar. Then you don't have to worry about how many days are in the week, only the date. If we standardize it now, it'll probably save us grief later.
A top-10 nomination phase is a good idea. There are always too many sigs to vote for.
