That's mostly because of growth hormones they stick in cows. I would figure that people in the future would have less shit like that in their food. And Mikuru isn't that immature. She's an airhead.
Given that fact that we know the future people are capable of mental conditioning (Mikuru
can't (and in unable even if she wants to) tell Kyon anything that's classified. If we're talking about that kind of mental manipulation, it's quite possible that Mikuru's personality is a construct, designed specifically to be the kind of person that Haruhi would want to "voluntarily arrest", and also someone that they could use to influence Kyon.
