Yeah, I'm pretty sure those numbers are right. In fact, when he headbutts Raditz, I think his power level even goes well over 1,000. It's why Piccolo decided to take him up as an apprentice.

I don't think it'd look that foreign to them. After all, Toriyama's art has been prevalent in anime for quite a while now. Even if somebody has never seen DB/Z/GT before, I'm sure they'd at least seen images of the characters at least. Also, any self-respecting gamer would recognize the style right away, what with all the Chrono Triggers and Dragon Quests around.
