kikaijima definitely sees zen as a friend, and zen feels the same way
he wouldn't tease her if he didn't
medaka is constantly calling zen her precious friend and such
even if people disagree about the way she treats him
or the way he responds to her
she still looks at him as a friend as much as she can
in this chapter, i saw her displaying concern for zen when he stepped up to fight
she wanted to protect zen, and the other two, from having to fight such a dangerous opponent
akune . . . he's probably a friend too
even if they are rivals, they seem to causally chat about the situation in a friendly way
and they don't show any kind of hostility that you'd find among people that really don't like each other

they might have some kinks that need to be ironed out
but i think the student council is one big group of friends
even with only four people xD

and zen and shiranui are friends too
i think i've seen both of them refer to the other as such
and they certainly seem to care about each other's well being
even if in their own twisted, gluttonous ways <_<

also, i find it amusing no one thought that maybe medaka just wanted to prevent the others from getting hurt

Hardly, Medaka seems to be just claiming him to be her friend but doesnt seem to act as friend.

And no one considers her to want to help because she is an attention whore and likes to dominate poeple (which was that she herself admitted), so it is only natural to assume things based on such characteristics rather than suspect an altruism from such character as Medaka, there is nothing amusing in here.
