The story continues forever with expansions. Even if someone beats the final mission boss, I doubt they would feel like they have beaten the game. Nation missions - > Zilart missions -> Cop missions -> etc, they don't even feel like the main part of the game. I played it for over 2 years and did pretty much everything in the game and yet I've never felt like I was anywhere close to beating that game.
