I went back to the novel translation to check who really dunnit there. Oda's version is the changed version. I wonder why she did that? Maybe Asuka (the manga magazine) felt that the original culprit would be against some policy they have? (Asuka is the magazine that refused to let CLAMP show a ravaged Tokyo in X leading to CLAMP refusing to publish X in Asuka any more. Clearly they're concerned about public opinion on their image as a magazine.)

Haruka does fall for Yakumo, unsurprisingly.

In fact, there is a love quadruple going on according to a relationship chart (I've got it half translated, might post soon).

Spoiler for love quadruple:

Makoto (the female journalist) > Ishii (Gotou's new subordinate) > Haruka > Yakumo

Other than that, I don't know anything else.

Haruka for Yakumo isn't surprising in the least. The big question is does Yakumo develop any feelings for Haruka? I can't tell yes or no from your chart.
