In other words, the existence of Touma basically acts as a jammer to her "radar." There's a few ways Mikoto won't detect something coming - as in how a radar works. First is by having a "radar cross section" so tiny she won't get any feedback from the electromagnetic waves she lets off, another is by causing an interference - that is, what is meant by jamming - but in Touma's case, he cancels it altogether. Which also counts as "radar jamming."
