The chapter rewinds back to what happened before the polling. Akiyama says that the fact that their team only has 2 chair is a good opportunity. He explains that a team is dead when it is only left with 1 chair. This is because a person cannot sit in the same chair twice in a row. Akiyama foresees that Yokoya and Harimoto will think of the "next step" because Akiyama's team is almost dead. That step is to destroy one another.
(
My thoughts:
This is like the most exciting part of the arc so far.
Akiyama's team is down to 2 chairs but they secretly have Shimakata (Young Jump)'s as an ally.
Yokoya has 3 chairs left but he knows about all of Akiyama's chair numbers because of Yasukawa's help. This means that Yokoya also knows about all of Harimoto's chair numbers. This information is lethal if Yokoya wants to deliver a direct attack at any of the other two teams.
Harimoto's team is now at 3 chairs. However, Harimoto is still as dangerous as ever because he has been planning his moves several steps ahead.
This arc is insanely thought out.)
Anyway, Akiyama's team analyzes the partial alliance between Yokoya and Harimoto will be over.
The security cameras then shows the conversation between Yasukawa and Yokoya. Yasukawa wants to sell his information for 5 of Yokoya's coins. Yokoya tells him that his information is not enough to worth 5 coins. He tells Yasukawa that he will give him 5 coins if he follows his exact directions.
Everyone gathers for the polling. It is explained at the polling that if a poll is tied, it will be polled again. If another tie persists then another polling will happen but the spectators will be left out.
The chapter ends with Yokoya looking like he is already plotting his next move.

Spoiler for 129:
Yokoya is on the cover of this chapter and I believe this is a first.
Round 18 begins. Yokoya is apologizing to Harimoto. Harimoto eventually tells Yokoya he believes him. There is another scene with Kanzaki and Abe (Black Ponytail).
Mikamoto (Office Lady) becomes a spectator. The spectator group is furious because they have a lot of Mikamoto's coins. Shimataka (Young Jump) is losing control of his spectator group.
The polling is tied between Kanzaki and Kimura (Shortbob). Ikezawa (Fatty) did not win! Everyone is shocked. Because of the tie, there will be repollng.
130:
Spoiler for 130:
There is a 10 minute break before the repolling. During the repolling, only the 14 people who voted the first time can vote. Yokoya gives Harimoto a signal and they both walked out. Fukunaga is frustrated seeing this but Akiyama assures him that it is fine.
Yokoya and Harimoto talks it out. Harimoto tells Yokoya he cannot trust him. Harimoto is confident. Yokoya tells Harimoto that he is an idiot. He tells Harimoto that because of Yasukawa, he can ally with Akiyama and destroy Harimoto at any time.
However, Harimoto is not stupid. Harimoto asks Yokoya why he is telling him this. Harimoto deduces the Yokoya never intends to ally with Akiyama. Yokoya says that Akiyama is currently the strongest team out of the three.
Instead of a partial alliance like the last two times, Yokoya proposes a complete alliance. The condition is that the two teams exchange 11 of their coins.
