Its mostly about circumstances and intellect.

Miran was not aware of Luke's relic and got ambushed. He was not stupid and checked on the background of Luke so was probably prepared for magical traps not relic powers. In a straight up battle on coverless flat ground, it probably won't be such a instant kill.

The problem with the magic arm was that it wasn't relic level thus can be eaten (and in eating it, gives a big boost to Tiir's power level)

The annihilation eye works only when you feed it, otherwise its a M60 with no ammo and it can't feed on relic power. Lir was aware of this and attacked both from surprise and where there was no humans or magic to consume as he knew Tiir would never eat the other eye bearers. (If the author wanted to screw up the reader or viewer's perceptions of right or wrong some more, he could have Tiir ready a bunch of live humans in the cellar as an emergency snack)

Ryner is a bit like X-men's Cyclops. Too much emotional baggage to go full throttle. He keeps giving the feeling he's more willing to die. Probably give him a real reason to live (Ferris is getting there i think) and he'll go all out
