always in second)?

Those aren't seeds, just placements. (After all, in a fourteen member field, Seeds 1 and 2 would pass on and play the winners of 8 vs 9 and 7 vs 10 respectively) Since the first-years haven't fought much, I doubt there's enough known about how good they are to seed them in the first place. Seeding might be done in the Second-year and/or Third-year tourneys though.
