As some people on Sankaku pointed out, unfortunately the guy doesn't seem to have broken any laws. I would ask about mail fraud, but I don't know what Japan's laws are on that subject (heck, I don't have a clue about America's). He sent a misleading letter, but he didn't include any actual harrassing content, and then he blacked out the address in the picture.
I would be more worried about the fact that on 2ch,
someone included a map and an advertisement for an apartment in that building.
