Yes that IS the general consensus IMHO -- there was great potential for about the first 7/8 episodes.
I would argue though that it was a critical flaw focusing on Athrun and Cagalli the way they did at all. Because it basically precipitated a reset of all the character development they each had in the first season. Then Kira and Lacus were just kinda lukewarm idling... "they were there. That's it." kinda feeling for like 30 episodes
